Kathmandu – The Rastriya Swatantra Party (RSP) has released a “Citizen Contract” outlining the commitments it says it will implement within five years if it wins the House of Representatives election scheduled for Falgun 21.
The party stated that the document specifies measurable goals and urged voters to hold it accountable in the next election if the commitments are not fulfilled.
Governance Reform and Anti-Corruption Commitments in RSP Citizen Contract
The Citizen Contract places corruption control and good governance as its top priority. RSP has pledged to launch a nationwide anti-corruption campaign focused on policy, institutional and behavioral reforms aimed at strengthening public trust in state institutions.
The party has committed to expanding digital delivery of government services, reducing middlemen practices in services such as licensing, and improving Nepal’s position in corruption perception rankings by 2086. It has reaffirmed its commitment to a multiparty federal democratic republic, a liberal economy with social justice, a reformed provincial structure and transparent governance.
Economic Growth, Middle-Class Expansion and Job Creation Targets
Under its Citizen Contract, the Rastriya Swatantra Party has outlined plans to expand the middle class and strengthen the national economy. It has set targets to raise average annual per capita income above USD 3,000 and increase Nepal’s Gross Domestic Product beyond USD 100 billion within five years.
The contract includes commitments to expand access to quality healthcare, reform public education, introduce an integrated social security framework and increase public access to modern financial services.
Employment generation is identified as a key focus, with a pledge to create 1.2 million new jobs within five years, expand formal and secure employment opportunities and reduce foreign labor migration. The party has identified information technology, construction, tourism, agriculture, industry and service sectors as priority areas for job creation.
Infrastructure Expansion, Energy Capacity and Diaspora Policy Plans
The Citizen Contract includes plans to expand the national road network and increase energy production capacity. The party has set a target of connecting 15,000 megawatts of electricity capacity and expanding the road network to 30,000 kilometers within five years, alongside completing strategic projects.
The contract also includes commitments to provide online civic services for Nepalis living abroad, initiate discussion on dual citizenship and ensure a safer foreign employment environment.
In its concluding section, the party states that even if it secures a clear majority, it will accept political responsibility before voters if it fails to achieve the stated targets within five years.
