CPN-UML Unveils 25-Pillar Prosperity Plan in Manifesto for 2082 Nepal General Elections

CPN-UML has unveiled its 2082 general election manifesto, presenting a 25-pillar prosperity plan centered on economic expansion, employment, infrastructure development, digital transformation and governance reform.

Kathmandu — The Communist Party of Nepal (Unified Marxist–Leninist), commonly known as CPN-UML, has unveiled its election manifesto for the 2082 B.S. (2025/26) House of Representatives elections, outlining “25 Pillars of Prosperity” as the central framework of its campaign.

The party has identified economic transformation, domestic job creation, social security expansion and digital infrastructure development as its primary priorities for the upcoming general elections.

Economic Growth Targets and Employment Agenda

The CPN-UML has set a target of expanding Nepal’s economy to Rs 100 trillion within five years and Rs 200 trillion within a decade. According to the manifesto, economic expansion will be linked to employment generation, increased production and productive investment.

The party has pledged to create employment opportunities within Nepal and promote the dignity of labor. It has committed to modernizing agriculture to ensure adequate income and employment in the sector, while also expanding industrial capacity to raise its contribution to 20 percent of the national economy.

Additional commitments include reducing imports, increasing exports and improving the balance of payments in favor of the national economy. The manifesto also proposes strengthening the financial system and directing investment toward productive sectors.

Infrastructure, Housing and Urban Development

The party has pledged to promote safe, citizen-friendly housing and balanced rural-urban development to stimulate economic activity. Plans include providing year-round irrigation on cultivable land, upgrading transportation infrastructure and accelerating reconstruction and new construction projects.

The manifesto also commits to ensuring access to clean drinking water, promoting sanitation and expanding green energy production. The CPN-UML aims to increase domestic energy consumption while also positioning Nepal as an energy exporter. Expansion of digital infrastructure is presented as a foundation for improved governance and public service delivery.

Education, Health and Youth Empowerment

The party has committed to improving the quality of education and integrating advanced technologies into learning systems to build a knowledge-based society. It also outlines a national campaign promoting healthy food, yoga and physical exercise to improve public health outcomes.

Youth empowerment is identified as a key pillar, with pledges to foster innovation and creativity among young people as drivers of social transformation. The manifesto also includes commitments to develop the sports sector to enhance Nepal’s international profile.

Governance and Foreign Policy Commitments

The CPN-UML has reiterated its commitment to transparent governance, clean administration and accountable public service delivery. It also proposes reforms in the cooperative sector to ensure good governance and protect depositors’ interests.

On foreign policy, the party reaffirms its principle of maintaining friendly relations with all countries while maintaining no hostility toward any. The manifesto recognizes Non-Resident Nepalis (NRNs) as goodwill ambassadors and commits to institutionalizing their contribution to national development.

The CPN-UML states that the 25 pillars outlined in its manifesto provide a structured roadmap toward long-term national prosperity ahead of the 2082 general elections.
