Kathmandu — Lawmaker Padma Bahadur Pariyar Raises Concerns Over Delay in Federal Parliament Building Completion Lawmaker Padma Bahadur Pariyar has expressed serious doubts about the Federal Parliament building being completed within the set deadline.
Speaking at the National Assembly’s Public Policy and Constitutional Affairs Committee, he criticized the government’s practice of inaugurating projects before they are fully finished and warned against a similar premature opening of the Parliament building.
The construction company requested an additional one-year extension, but the government approved only six months. Pariyar questioned whether the work can be realistically completed in this shortened timeframe.
“Is it really feasible to complete the work within just six months? In our country, it’s common to inaugurate projects before they are fully ready. We must ensure this does not happen with the Parliament building,” he said.
Pariyar also expressed skepticism about the quality of work and timely completion within the extended period. He raised concerns about the building’s design, stating it is not fully accessible for people with disabilities. The staircases inside may restrict mobility for disabled members. “The stairs appear to hinder easy access for disabled members. Clear plans and improvements are necessary,” he said.
In addition, Pariyar highlighted serious shortcomings in managing the evening Aarti, a religious ceremony, at Pashupati. Recounting a personal experience, he said, “While attending a senior leader’s relative’s funeral at the riverbank, people nearby were celebrating during the Aarti. Mixing mourning with festivity is inappropriate and undermines human dignity.”
He noted that funeral rituals were delayed by about 45 minutes due to the Aarti, affecting the ceremony’s sanctity. He also warned that overcrowding and poor management at the Aarti site have increased theft incidents, urging authorities to address these issues seriously.
Pariyar emphasized the importance of completing the Federal Parliament building on time, with high quality and full accessibility. He called on the government to improve management of religious sites to respect human sentiments and ensure public safety.
