Himachal Pradesh Panchayat Elections: 10,854 Candidates Win Unopposed

A total of 131 gram panchayats in Himachal Pradesh were fully elected without contest ahead of voting later this month.

Himachal Pradesh is witnessing an unusual local election season this year, with thousands of representatives entering office even before a single vote is cast. Ahead of the Panchayati Raj elections, 10,854 candidates across the state have been declared elected unopposed, reflecting both the dominance of local consensus politics in some regions and the absence of direct competition in many rural bodies.

The State Election Commission confirmed that the uncontested winners include 85 Panchayat Samiti members, 176 Pradhans, 286 Deputy Pradhans and more than 10,300 ward members. A total of 131 gram panchayats have been elected entirely without contest, meaning every post from ward member to Pradhan was filled unopposed.

The Himachal Pradesh government has announced an incentive of Rs 25 lakh each for these fully unopposed panchayats, a move aimed at encouraging consensus-based local governance. Out of the 3,754 panchayats where elections were originally scheduled, these 131 panchayats will now not require voting for local posts, though polling for Zila Parishad and Panchayat Samiti seats will still take place where applicable.

Shimla records the highest number of unopposed representatives

Shimla district emerged at the top in terms of uncontested victories. The district alone saw 1,687 ward members elected unopposed, alongside 21 Panchayat Samiti members, 51 Pradhans and 87 Deputy Pradhans. A total of 42 panchayats in Shimla were elected without any contest.

Kangra followed closely with 1,657 ward members winning unopposed, while Kullu recorded 1,296 such victories. Sirmaur registered 1,166 uncontested ward members and Solan reported 1,121. Several remote and hill districts also witnessed a significant number of uncontested results, including Kinnaur and Lahaul-Spiti.

  • Kinnaur: 262 ward members, 22 Pradhans
  • Lahaul-Spiti: 809 ward members
  • Kullu: 1,296 ward members, 9 Pradhans
  • Mandi: 206 ward members, 17 Pradhans
  • Shimla: 1,687 ward members, 51 Pradhans
  • Sirmaur: 1,166 ward members, 32 Pradhans
  • Solan: 1,121 ward members, 14 Pradhans
  • Una: 706 ward members, 8 Pradhans

Voting to continue on remaining seats

The Election Commission said polling for the remaining contested seats will proceed as scheduled on May 26, 28 and 30. Election officials maintain that the process is continuing smoothly in areas where direct contests remain in place.
