After transitioning into the legal profession in the early 2000s, Kandel built his career as an advocate with a focus on human rights and constitutional law. He completed his law degree from Nepal Law Campus and later pursued advanced studies abroad, earning a master’s degree in peacekeeping operations from the National University of Ireland. He also holds a doctoral degree in law from Queen’s University in the United Kingdom.

In recent years, Kandel has been actively involved in high-profile legal cases and was known for representing prominent political figures, including Rastriya Swatantra Party chair Rabi Lamichhane. His appointment as Attorney General places him at the forefront of the country’s legal system during a period of evolving governance and institutional scrutiny.
