A young man from a historically marginalized Dalit community died inside a police station in Sindhuli while in custody, drawing nationwide attention to questions of police accountability, child protection laws and social attitudes toward inter-caste relationships.
The 22-year-old man was said to have married a 16-year-old girl after being in a relationship with her for more than two years. After the girl lost contact with her family, her relatives filed a missing person application at Satdobato Police Circle on Chaitra 30, 2082.
On Baisakh 3, 2083, the girl, the young man and several of his relatives appeared before police. During the process, the girl’s family filed a complaint alleging that their minor daughter had been subjected to rape. Police subsequently launched an investigation under applicable laws.
As part of the investigation, the young man was taken to Khurkot Police Station in Sindhuli for further questioning. On the evening of Baisakh 7, he was found dead while in police custody.
Police maintained from the beginning that the death was a suicide. The deceased man’s family and rights advocates, however, demanded an independent investigation into how a detainee could die inside a police station.
Official Investigation Finds Suicide
A government-appointed investigation committee has submitted its report.
According to information presented by the Home Minister in Parliament, both the post-mortem examination and the committee’s findings concluded that the death resulted from suicide.
The finding addresses the immediate cause of death, but concerns remain about the responsibility of police authorities to ensure the safety of individuals held in custody.
Negligence Identified
The committee concluded that there had been negligence on the part of some police personnel and recommended departmental action against those found responsible.
- The young man died while being held in police custody.
- The official investigation concluded that the death was a suicide.
- The committee found lapses in custodial responsibility and recommended disciplinary measures.
- The criminal investigation related to the complaint filed by the girl’s family remains ongoing.
Broader Questions Remain
The legal process concerning the allegations involving the minor has yet to reach a final conclusion.
The case has also highlighted wider concerns about custodial safety, the enforcement of laws involving minors, social attitudes toward inter-caste relationships and the responsibility of public officials when commenting on sensitive cases.
Even after the investigation report, a central question remains: when a person dies inside a police station, who bears the moral and administrative responsibility for that death? That debate is unlikely to end with the committee’s findings alone.
