Nepal Government Imposes Daily Fines on Contractors Over TU Cricket Ground Upgrade Delay

Contractors working on the Tribhuvan University Cricket Ground in Kirtipur face daily penalties after missing deadlines for floodlight installation and parapet construction.

Kathmandu — The Government of Nepal has initiated strict action against construction companies for failing to complete the upgrade of the Tribhuvan University (TU) Cricket Ground in Kirtipur within the agreed timeline. After missing deadlines for parapet construction and floodlight installation, the contractors are now facing daily penalties exceeding NPR 200,000.

According to the Ministry of Urban Development, any contractor delaying project completion is subject to a daily fine of 0.05% of the total contract amount, as outlined in the agreement. The joint venture (JV) of BKOI–KCDC–BG was awarded the parapet construction contract, while Bishan–Ishwori JV was tasked with the floodlight installation.

The agreements were signed on March 3 and March 6, 2025, respectively. The parapet construction is budgeted at NPR 492.5 million, and the floodlight installation at NPR 473.7 million. Chakrabarti Kantha, Chief of the Federal Secretariat Construction and Management Office, confirmed that the contractors were officially notified of the penalty enforcement beginning July 14 (Asar 30).

“There is a legal provision allowing contractors to continue work while paying daily penalties for up to 200 days. If the work remains incomplete within that period, the companies will be blacklisted,” said Kantha.

To date, the parapet construction has achieved 63% financial progress and 77% physical progress. Meanwhile, the floodlight installation stands at 29% financial and 45% physical completion. Four thousand seats have been installed, and three out of six floodlight poles are already in place.

The contractors have pledged to complete the remaining work within a month. However, the government has warned of stricter action if the work is not finished on time.
