Nepal’s new Parliament session begins today, marking the formal start of legislative proceedings following the House of Representatives election held on Falgun 21.
Session Schedule and Preparations
The first meeting of the House of Representatives is scheduled for 2:00 PM at the multipurpose hall of the under-construction Federal Parliament building in Singha Durbar. The Nepal Parliament session has been convened in line with constitutional provisions after the completion of the election process.
Officials confirmed that all logistical, technical, and security arrangements are in place to ensure smooth proceedings from the very first sitting. The session was called after the final election results were formally submitted to the President earlier this month.
As required by the Constitution, Parliament must be convened within 30 days of the announcement of election results. The upper house, the National Assembly, will hold its meeting separately at its designated chamber within the Parliament Secretariat premises.
The new House of Representatives reflects a strong majority for the Rastriya Swatantra Party, which holds 182 seats in the 275-member chamber. Other parties, including Nepali Congress, CPN-UML, and smaller political groups, will also play roles in shaping parliamentary discussions. The composition of the House is expected to influence key legislative decisions and leadership selections in the coming days.
Agenda and Legislative Process
On the agenda for today’s meeting are three ordinances related to electoral and administrative matters. These include amendments to voter registration laws, provisions governing House of Representatives elections, and changes to the Nepal Special Service framework. The ordinances will be presented by the Home Minister as part of the initial legislative process.
The session will also begin with formal procedures, including the reading of official communications regarding the convening of Parliament and the formation of the government. Senior-most member Arjun Narasingha KC will chair the meeting in the absence of a Speaker and will oversee initial proceedings until a new Speaker is elected.
Lawmakers are expected to deliver opening remarks representing their respective parties, setting the tone for the session. A date for the election of the Speaker will also be announced, which is a crucial step for the functioning of the House. Until new rules are adopted, proceedings will follow the existing parliamentary regulations.
The meeting will conclude with a condolence motion honoring former members who recently passed away, reflecting Parliament’s tradition of acknowledging public service and contributions.
