Madhesh Chief Minister Krishna Prasad Yadav Says CIAA Responsible for Nepal’s Low Capital Expenditure

Madhesh Chief Minister Krishna Prasad Yadav stated that frequent complaints filed with the CIAA have stalled development projects, contributing to Nepal’s low capital expenditure and slowing infrastructure work.

Kathmandu — Madhesh Province Chief Minister Krishna Prasad Yadav has said that the Commission for the Investigation of Abuse of Authority (CIAA) is also responsible for the country’s failure to achieve expected levels of capital expenditure.

Speaking at a program held in Janakpur on Wednesday to mark the 35th anniversary of the CIAA, Yadav said development and construction projects are frequently stalled after complaints are filed with the anti-corruption body. He stated that such interruptions have contributed to Nepal’s inability to spend even 50 percent of its allocated capital budget.

According to the Chief Minister, once a complaint is registered with the CIAA, project implementation often stops, creating delays in infrastructure and development works. He said this situation has made it difficult for the government to ensure timely capital spending.

Yadav also said government officials hesitate to make decisions due to fear of suspension or investigation following complaints lodged with the CIAA. He noted that this climate of uncertainty has slowed development activities.

He further claimed that during the contract bidding process, parties who fail to secure contracts sometimes file complaints in a way that obstructs development projects. He stressed the need to ensure that such actions do not unnecessarily halt public works.

The Chief Minister added that declining morale among civil servants has been one of the key factors affecting capital expenditure. He emphasized the importance of creating an environment that enables development work to proceed smoothly while maintaining accountability.

The remarks were made during the official event marking the CIAA’s 35th establishment day in Janakpur.
