Nepal Bans Middlemen in Land Offices Nationwide

Only verified individuals allowed entry as government tightens control over land office access

The Ministry of Land Management has barred unauthorized intermediaries from entering land offices nationwide, aiming to tighten document security and improve public service delivery.

Strict Entry Rules Implemented

The directive, issued through a secretary-level decision under Minister Pratibha Rawal, instructs all survey and land revenue offices to allow entry only after verifying valid identification. The move follows complaints that middlemen were entering offices under various pretexts and gaining access to sensitive documents and records.

According to officials, unauthorized individuals had been influencing processes and accessing important files, raising concerns about transparency and accountability. The ministry has now made it mandatory for offices to restrict entry strictly to individuals who can present valid identification documents.

Monitoring, Accountability, and Service Assurance

The order also highlights concerns over overcrowding in office sections and the risk it poses to document security. It clearly states that if unauthorized access is not controlled, the respective office chief will be held responsible. Regular monitoring will be conducted to ensure the directive is properly implemented.

Employees have been instructed to wear identification badges, and only verified service seekers will be allowed entry after showing necessary documents. Despite the restrictions, officials say genuine service users will receive services more efficiently, as the new system is expected to reduce interference, improve transparency, and ensure smoother service delivery.
